On the following morning the Guildhall was crowded with the first gentlemen of the shire, and with the principal magistrates of the city.

The Lord Mayor was placed in the chair.

Danby proposed a Declaration setting forth the reasons which had induced the friends of the constitution and of the Protestant religion to rise in arms.
