It was necessary, he said, for Henry to invade France in person; if he went, he must go as a prince; and he could not go as a prince without lavish supplies.

So he required what was practically a graduated income-tax.

The Londoners resisted till they were told that resistance might cost them their heads.

In Suffolk and elsewhere open insurrection broke out.

It was then proposed to withdraw the fixed ratio, and allow each individual to pay what he chose as a benevolence.
