9. The supply, though voted, was not as yet passed into a law; and the commons resolved to employ the interval in providing some barriers to their rights and liberties so lately violated.
They knew that their own vote, declaring the illegality of the former measures, had not, of itself, sufficient authority to secure the constitution against future invasion.
Some act to that purpose must receive the sanction of the whole legislature; and they appointed a committee to prepare the model of so important a law.
