Would to God they were to end here! This winter, if I am not mistaken, will open a still more embarrassing scene than we have yet experienced, to the southward.

I am far from being satisfied that we shall be prepared to repel his attempts."] [Sidenote: August.] In August, while looking anxiously for such a reinforcement to the Chevalier de Tunay as would give him the command of the American seas, and while uncertain whether the campaign might not pass away without giving a single advantage promised at its opening, he transmitted a letter to congress, fully and freely imparting his sentiments on the state of things.
[Sidenote: Letter of General Washington on American affairs.] As this letter contains an exact statement of American affairs, according to the view taken of them by General Washington, and a faithful picture of the consequences of the ruinous policy which had been pursued, drawn by the man best acquainted with them, copious extracts from it will, at least, be excused.
After examining the sources of supplies for the campaign, he proceeds to say--"But while we are meditating offensive operations which may not be undertaken at all, or, being undertaken, may fail, I am persuaded congress are not inattentive to the present state of the army, and will view in the same light with me the necessity of providing in time against a period (the first of January) when one half of our present force will dissolve.
