To this source, also, is unquestionably to be attributed the offer, by the Emperor Alexander, of mediation between Great Britain and the United States.

This offer was accepted by the American Government, and Mr.Adams, in connection with Messrs.

Gallatin and Bayard, was appointed by the President to take charge of the negotiation.

The latter gentlemen joined Mr.Adams at St.Petersburg, in July, 1813.

Conferences were held by the Commissioners with Count Romanzoff, the Chancellor of the Russian Empire, with a view to open negotiations.
