Clouds race across the sky, the wind lashing them on.
"This evening, before supper, Hoffmann informed the Russians of the German plans with regard to the outer provinces.

The position is this: As long as the war in the West continues, the Germans cannot evacuate Courland and Lithuania, since, apart from the fact that they must be held as security for the general peace negotiations, these countries form part of the German munition establishment.

The railway material, the factories, and, most of all, the grain are indispensable as long as the war lasts.

That they cannot now withdraw from there at once is clear enough.
