Home Rule for Ireland menaces the dissolution of the United Kingdom, and the unity of the United Kingdom is the necessary condition for maintaining the existence of the British Empire.
Home Rule is the first stage to federalism. But Irish discontent, should it not find satisfaction in a movement for federalism, will naturally take the form of the demand for colonial or for national independence.
