The Territory must certainly be in better form than it has ever been before.

This, considering the havoc made by the war, is saying a good deal.

There are more Corps, more Officers, more Soldiers, plenty of money to meet their requirements, and as much favourable public opinion as is good for them, perhaps a little more.
