Consul had complained to the Spanish government that I had violated the neutrality of Spain by capturing the barque Neapolitan within a mile and a half of Ceutra, on the Morocco coast, and that the Government had given the Admiral orders to see that both belligerents in the war should respect Spanish neutrality.

I stated to him in reply that any question which the capture might present was a matter between our two Governments, and that I did not recognise the right of the Spanish Admiral to inquire into the matter.
