Mr.Joyce came on board, and went afterwards with the Engineer on shore to look at some coal.

Mr.Joyce sent word that he could not purchase any, there being a combination against us.
Sent the First Lieutenant to the Governor to represent the facts to him, and to ask for a supply from the public stores.

He replied he had no coal under his control, that it belonged to the naval officer, but that he did not think it could be supplied.

Expressed his astonishment at the combination of the merchants.

Sent a number of men on shore on liberty.
