| 29 | 71 ============================================= For the first few years after the establishment of the government large numbers of Americans were appointed, as there were comparatively few Filipino candidates with the necessary educational qualifications.

During the last two years, 89 per cent of the persons appointed in the islands have been Filipinos.
There has been a great increase in the number of Filipinos entering the civil service examinations in English.

Ten years ago 97 per cent of those examined took their examinations in Spanish, while during last year 89 per cent of those examined took examinations in English, the total number so examined being 7755.
