The people of America would no doubt claim that their system is the best, while the people of the monarchial governments in Europe would maintain that theirs is preferable.

This is mostly a matter of education, and people who have been accustomed to their own form of government naturally like it best.

There are communities who have been long accustomed to the old system of monarchial government, with their ancient traditions and usages.

There are other communities, with a different political atmosphere, where all the people share in the public affairs of State.

It would be manifestly improper to introduce a democratic government among the former.
