The money was to be raised wherever the states might be able to negotiate the bills, and her liability was to cease within a year.

She was likewise to be collaterally secured by pledges from certain cities in the Netherlands.

This amount was certainly not colossal, while the conditions were sufficiently parsimonious.

At the same time a beginning was made, and the principle of subsidy was established.

The Queen, furthermore, agreed to send five thousand infantry and one thousand cavalry to the provinces, under the command of an officer of high rank, who was to have a seat and vote in the Netherland Council of State.
